About CCMS

Community Case Management and Supervision (CCMS) is a community release program that serves as an alternative to detention for individuals held in custody while awaiting deportation by the Canada Border Services Agency (CBSA) under the Immigration Refugee Act.

 

CCMS outreach staff connect service users to community resources and supports to help meet their mental health, addictions, housing, or other essential needs. 

 

Recognizing the importance of safe, secure housing, our CCMS program also includes a Transitional Housing option. Kensington House, a four-bed residence, provides temporary accommodation for 90 days while service users look to either secure their own housing or wait to be returned to their home country.  

 

The CCMS program works to promote community stability through advocacy, referral services, and person-centered approaches. It provides program participants with direct support and community supervision, ensuring their needs are addressed while also ensuring community safety.

Admission Criteria

  • Individuals must be referred by either CBSA or the Immigration Review Board (IRB), and the decision to release someone into the CCMS programming remains the sole authority of the CBSA and/or the Immigration Review Board. 
  • CBSA implemented the national CCMS program to provide eligible CBSA individuals the ability to access services that will mitigate the risks that have led, or could lead, to a detention decision. As per Canada’s Immigration and Refugee Protection Act, and the Immigration and Refugee Protection Regulations, a CBSA office is required to consider Alternatives to Detention when making a detention decision. 

 

How to Apply

The decision to release someone into the CCMS programming remains the sole authority of the CBSA and/or the Immigration Review Board.

What are the goals of CCMS?

The Goals of CCMS are to:

  • Contribute to public safety by offering services that enable individuals to contribute to their communities 
  • Provide alternative supervision for individuals referred by CBSA 
  • Improve health and promote wellness through communication, education, and identifying the services and resources an individual needs to succeed 

How Can I Apply to CCMS?

Program referrals must come from CBSA. We do not accept self or professional referrals.

Decisions made by CBSA, IRB, and IRCC are separate to Connective.
